The short version: if you run a commercial truck or bus, FMCSA (the U.S. DOT agency that regulates motor carriers) expects you to be registered, to keep that registration current, and to hold the right authority, process-agent filing, annual registration and permits for how you operate. Miss a filing and your USDOT number can be deactivated, or you can be put out of service at roadside.

What these filings are

  • USDOT number and MCS-150 — your carrier’s identity with FMCSA. The MCS-150 is the company profile (mileage, fleet size, type of operation) you keep updated.
  • MC operating authority — permission to haul for hire across state lines.
  • BOC-3 — designates process agents, the people who can be served legal papers on your behalf in each state.
  • UCR — the Unified Carrier Registration, an annual registration whose fee depends on fleet size.
  • Drug & alcohol program, IRP/IFTA and state permits — testing enrollment for CDL drivers, apportioned plates and fuel-tax licensing, plus state-specific taxes and permits.

What the rules say

  • The MCS-150 must be updated every 2 years for every USDOT-registered carrier. Fail to update and the USDOT number can be deactivated, with fines that can run up to $1,000 a day.
  • BOC-3 is required for all for-hire carriers, brokers and freight forwarders.
  • UCR is an annual requirement for interstate carriers. Not being current can get you put out of service at roadside.
  • A drug & alcohol testing program is required for carriers that employ CDL drivers.
  • New carriers go through FMCSA’s new-entrant safety audit during their first 18 months.
  • Each state adds its own layer on top: IRP and IFTA for interstate fleets, weight-distance or highway-use taxes in some states, and permits such as California’s Motor Carrier Permit.
Which of these apply to you depends on how you operate — interstate or intrastate, for-hire or private, vehicle weight and cargo.
